Permits and Compliances

  • PTNMR had all permits required to carry out mining activities in North Sulawesi during the life of the mine.
  • During its operation, PTNMR complied with Indonesia’s mining and environmental regulations. The Government, via the Chief Executive of Regional Mining Inspection, carried out mining and environmental inspections of the Minahasa mine. The Indonesian Government never issued any warnings to PTNMR at any time.
Environmental Impact Assessment AMDAL and Compliance
  • PTNMR prepared its documents for the Environmental Impact Assessment (AMDAL) when it was still in the feasibility study stage (1992-1994). AMDAL documents consist of Environmental Impact Analyses (ANDAL), the Environmental Management Plan (RKL) and the Environmental Monitoring Plan (RPL). The Indonesian Government, via the Central AMDAL Commission of the Ministry of Mining and Energy, approved the Company’s AMDAL documents in November 1994.
  • Comprehensive studies, as documented in ANDAL Documents, recommended that PTNMR place its tailings on the seabed at the depth of 82 metres; placement of tailings in Buyat Bay commenced in March 1996. Sea bed tailing placement was deemed by the Indonesian government to be safer for the environment than tailing, placement on land, given the local geotechtonic and climatic setting. The ANDAL documents also stated that the tailings would first go through a detoxification process before being placed on the seabed in Buyat Bay.
  • In complying with the prevailing mining regulations in Indonesia, during its operation between 1996-2004, PTNMR also provided its annual work plans and its quarterly RKL and RPL reports. Evaluation of the Company’s RKL, RPL and 8-years of field observation of the Company’s operation by the Ministry of Energy and Mineral Resources concluded that the submarine tailing placement at Buyat Bay did not result in environmental impact. Submission of quarterly RKL/ RPL reports to Government agencies continues post mine closure (2004-2007).
Based on evaluation of the coral reef’s condition at Buyat Bay, which has been reviewed since 1995 (the year when the original data of the AMDAL was obtained), coral reefs and fish populations at the bay remained stable during the operation and closure of the mine. The review of the fish and reefs is ongoing as part of the Post-closure monitoring program (2004-2007).
